Cogent has notified the LayeredTech network engineering of scheduled maintenance in the Kansas City and St. Louis areas.  The purpose of this work is Critical Code Upgrade on a core devices.  Layered Tech is connected to multiple carries in the Kansas City area, with Cogent acting as a secondary failover link.  Minor latency may be seen as BGP sessions update their routing table, however no large scale issues are expected.
